Shoot for 88-92. I feel that fungus, mold and the usual suspects will get going sooner if kept lower than that.
Oh, I know, there'll be other opinions and that is fine.
Whatever works, though and (excess) humidity is not a factor. Nearly-dry is good and I usually give my seeds to test VERY lousy conditions to just get the ball rolling, but with paid-for seeds and older seeds?...get them LIT, lol! eg
