A few possibilities are; 1. Some macronutrient and Micronutrient deficiencies or toxicities can resemble herbicide damage. If is not that some herbicides can get at your plants from different sources as they do remain in compost or hay and cause damage to sensitive plants for several years. The only other thing would be if a nearby neighbor sprayed and it was hit was drift from the herbicides volatile compounds in the air. Either way I would give it time, It doesn't look to bad, I think it will out grow it and be fine.

I had some leaves do this a few years back. I sent picture after picture to Harry at Western. He came to the conclusion that it was environmental? Your probably doing the same thing i was " environmental " ? I didn't want to dig any further and get sucked into the Harry vortex.............
