Is this through Paypal? And with current exchange rate at 1.16, if I bid I need to add 10 Euros for shipping or roughly $11.58?

Hi, yes you can pay with paypal, i dont know which exchangerate paypal will use, but it should be something around 1.16, so shipping will be around 11.60 Usd correct.
