I think you can put down guitar picks on the customs form.

It depends what seeds you are trying to send, but if it's pumpkin/squash seeds all you need to do is write cucurbita maxima on the package and they should come through without any worries, and is the best method. But I have been send seeds before under guitar pics, or garden supplies and they have come through.
If it's other giant seeds like tomato, by law not really allowed to import them. But most come through without being caught by customs. If they do get caught they just will get destroyed. I hope this helps.

I would be careful lying on the form. Its a 60,000$ fine to get caught and this is Federal & International. They like to set examples every once in a while. They have sent warnings to some growers I know basically stating this. You would be better off to wrap your seed in light carboard & send as a letter.plus its a whole lot cheaper.
