Some bacteria produce an acid as part of their metabolic process. As the subtrate gets more acidic it can slow down their activity. 4.0 pH inhibits several, which is probably why it sat at the 3.9. When you brought the pH back up and if there were still available nutrients you brought the substrate back into a desirable condition and the bacteria became active again. When they started back up then it would have started dropping the pH as you observed.

Ok ty, I wonder if there is a way to maintain optimal ph while the enzymes are breaking down the seaweed. Containers are breathable and stirred every day so no anaerobic bacteria should be present. I will just have to dilute it with the 6.99 ph well water I get from tap i guess.
